Nearly 10% of all children from birth until their 3rd birthday will experience a developmental delay in some form. Early intervention makes a difference in their young lives, often relieving the need for future services. The statewide Infant and Toddler Connection of Virginia provides a system of services to ensure eligible children and families receive necessary services to support their holistic development.
All children receive an evaluation at no cost to the family. The evaluation covers all developmental domains (gross motor, fine motor, expressive communication, receptive communication, self-help, social emotional, cognitive, hearing and vision). A child who has a delay of 25% in any one category, has a diagnosis which typically causes a developmental delay or has atypical development is eligible for services.

We serve children who reside in South Hampton Roads who have not reached all of their developmental milestones as expected. We also serve children with specific diagnoses such as Cerebral Palsy, Down’s Syndrome, hearing loss, visual impairments, seizure disorders and many other conditions which may impact a child’s development.
Every family is assigned a Service Coordinator who will assist throughout the process and ensure the family is able to access the resources necessary to meet their individualized goals. This includes facilitating the development of the Individualized Family Service Plan (your goals), coordinating the assessment, ensuring therapeutic interventions are implemented and helping you with the transition to public schools or wherever you choose by the time your baby turns three.
- Does your baby:
- Lift her head and chest while on her tummy by 3 months?
- Roll from his back to his tummy by 6 months?
- Look for a toy when she sees you drop it by 9 months?
- Pull up to stand by holding onto furniture by 12 months?
- Point to body parts when you name them by 18 months?
